At a meeting on Wednesday, the government approved the draft ratification of the agreement between Moldova and the European Bank for Reconstruction and Development on a loan of 30 million euros for the implementation of the Energy Efficiency in Moldova project. The agreement was signed on December 10, 2021 for a 15-year term with a 4-year grace period. It specifies the loan amount, payment procedure, terms and method of repayment of the loan, administrative fees, project obligations, etc. It is planned that the loan will be provided in two tranches (20 million and 10 million euros). The interest on the loan will be 1% for each tranche, including a commitment fee (0.5%) and a one-time fee of EUR 200,000 for the first tranche and EUR 100,000 for the second tranche. Recall that the total cost of the project "Energy Efficiency in Moldova" is 75.5 million euros. For its implementation, the EIB and the EBRD will provide Moldova with loans of 30 million euros each. Another 15 million euros in the form of a grant will be provided by the European Commission's Neighborhood Investment Platform (NIP) and 0.5 million euros will be allocated by the Eastern Partnership Technical Assistance Trust Fund (EPTATF). The project "Energy Efficiency in Moldova" will be implemented in 2022-2025. It aims to introduce a national program to improve the energy efficiency of public buildings in Moldova. These are the buildings of central public and local authorities, which are characterized by low energy efficiency due to the old construction and an acute lack of investment in consolidation and energy efficiency improvements during their operation. As part of this project, Moldova will launch a national energy rehabilitation program for buildings throughout the country, with a focus on social facilities. The beneficiaries will be state institutions of national importance, in particular, republican hospitals, as well as institutions of local and municipal importance - kindergartens, schools, municipal and district hospitals.
